This global Senior Legal Counsel position is responsible for providing legal leadership and strategic counsel as part of the Legal Trade Sanctions function, reporting to the Head Legal Trade Sanctions. The role will support Finance, Development, Operations, the Novartis Pharma Services AG unit, Treasury, and all functions represented in the Trade Sanctions Governance Board: Biomedical Research Trade Compliance, Customs & Trade Compliance (Operations), ERC, Legal, and Public Affairs. The role will also support business unit leadership teams in key markets including China, Russia, and the United States.

About the Role

  • Lead the provision of enterprise-wide legal counselling, operational guidance, and risk management analysis in line with the Novartis Code of Ethics and the Novartis Guideline on Trade Sanctions and Export Controls.  
  • Deliver strategic and operational guidance to senior management, including advising ECN members of legal limits to engagement with sanctioned countries. 
  • As a managerial-level member of the Trade Sanctions Governance Board, demonstrate leadership by providing legal and geopolitical insights and sharing industry best practices. Help drive smart risk-taking and support ERC in the implementation of internal controls flowing from the Guideline on Trade Sanctions and Export Controls.
  • Guide the implementation of risk management activities for the Novartis Pharma Services AG unit in countries falling under its statutory management responsibilities (e.g., Belarus, Cuba, Iran, Syria). 
  • Drive thought leadership: evaluate legal and geopolitical changes; research and stay abreast of industry best practices; liaise with government and diplomatic officials; and support continuous improvements to Novartis risk management programs.
  • Own strong relationships with key stakeholders in cross-functional governance bodies (e.g., Novartis Pharma Services AG Leadership Team, Trade Sanctions Governance Board, Russia NEM), serving as an enterprise connector and trusted business partner.
  • Monitor legislation and prospective legislative activities and proactively provide legal and operational advice to commercial units and global functions including Customs & Trade Compliance (Operations), Development, Finance, Global Credit Management, IT, Legal, and Supply Chain regarding sanctions/export control regimes around the world, helping Novartis reach patients in a compliant manner and ensuring risk mitigation (e.g., use of US-origin goods/services/software).
  • Lead the reporting of activities in sanctioned countries/territories to government authorities, including annual SEC reporting obligations regarding Iran. Support Corporate Insurance with D&O insurance renewal reporting obligations. Liaise with Treasury and Corporate Legal regarding bank reporting obligations on activities in sanctioned countries and territories.


Minimum requirements:

  • Law Degree or equivalent and licensed to practice law (e.g., called to a Bar or equivalent).
  • Minimum 7 years post-Bar experience (or equivalent) required, with some relevant exposure to sanctions laws, regulations, and principles. Experience ideally gained within a healthcare/pharmaceutical environment or, alternatively, with a top-tier law firm representing healthcare and technology clients.
  • Demonstrated legal knowledge of EU, Swiss, UK, and US sanctions and export controls. Knowledge of Russian and Chinese countermeasures beneficial.
  • Ability to review Russian legislation is preferred.
  • Legal business partnering and strategic thinking.
  • Fluent English required. Working ability in Russian preferred. Knowledge of Mandarin is beneficial.
